Thank you for your email regarding Xylitol. I am the Information Officer from the Drug Safety and Evaluation Branch of the Therapeutic Goods Administration (TGA) which is responsible for prescription medicines. In response to your enquiry, I offer you the following information.
Xylitol is prohibited under Regulation 5H to Item 17, Schedule 8 of the Customs (Prohibited Imports) Regulations 1956 ("the regulations" ). Therefore you should contact the Australia Customs Service:

However, this does not exclude goods containing xylitol from being available on the Australian market. There are many products available in Australia which contain goods which are included in the Regulations. Goods which contain substances in the Regulations can still be imported; the manufacturer simply needs to have an import permit. The TGA issues many permits to manufacturers for goods which are included in the Regulations.
Please note that the TGA only issues permits for products which are deemed to be therapeutic goods ie goods which make therapeutic claims. Chewing gums and such products are foods, not therapeutic goods. Permits for foods are not issued by the TGA but instead are issued by Food Standards Australia New Zealand:
http://www.foodstandards.gov.au/ Australian residents and visitors to Australia can legally import certain therapeutic goods for personal use under the personal import exemption of the Therapeutic Goods Regulations. This exemption does not allow the personal importation of either substances or drugs prohibited by Customs legislation, or, injectable drugs that contain material of human or animal origin (except insulin), unless permission has been obtained prior to their import. For a permit to be issued (for personal use), an Australian doctor will firstly need to apply to the TGA for Special Access Scheme (SAS) approval to treat you with this substance.
